body
Summary
City Council is being asked to establish the proposed new unclassified/represented Events classification specification family - Events Technician I/II, Events Coordinator, and Events Manager. The Events staff continue to work diligently by expanding their capabilities and responsibilities to evolve and improve the safety and sophistication of event practices and the delivery of services within the City. The new Events classification family and associated salary schedule is paramount to building and retaining a reliable, professional Events team who is knowledgeable in the event industry and safety standards.
DISCUSSION
Background
The Human Resources Department worked with EDD and contracted with Bryce Consulting to compose new classification specifications of Events Manager, Events Coordinator, Events Technican I/II. In addition, HR conducted an external market study and performed an internal compaction analysis to identify an appropriate pay structure.
Present Situation
Currently, the Special Events team operates under recreation classifications that vaguely cover the scope of work needed and provided by the team. The recreation classifications being used include Recreation Supervisor, Recreation Coordinator, and Senior Recreation Assistant. EDD needs new job descriptions that outline the clear responsibility shift from creating and programing to safety, logistics, facility capabilities, legal compliance, and documentation in the oversight of events. The current events team spends a great deal of time coordinating intra-City approvals and documentation to ensure consistent regulations and liabilities are met. Additionally, the daily shift requirements are far more irregular in the event industry and need to be addressed regarding rolling schedule changes and extensive hours for event coverage.
The class specifications were provided to the Stockton City Employees’ Association (SCEA) and Mid-Management / Supervisory Level (B&C) for review and concurrence on May 15, 2024. The associations did not provide comment or objection to the creation of the classifications.
Classification
The proposed Events classification family of Events Technician I/II, Events Coordinator, and Events Manager will be a part of EDD’s Events and Parking division and will report to the Managing Director of Events and Parking.
• The Events Technician I/II is unclassified, represented by the Stockton City Employees’ Association unit, and is FLSA non-exempt.
• The Events Coordinator and Events Manager are unclassified, represented by the Mid-Management/Supervisory Level Unit (B&C), and are FLSA exempt.
