DISCUSSION
Background
During the April 17, 2024, Council Legislation/Environmental Committee, proposed changes to Chapters 3.02 and 3.03 were discussed by the Committee and direction was received by staff.
Chapter 3.02 language regarding recruitment for applicants to Boards and Commissions contained outdated language and did not reflect the best practices. Direction was given to update to the language seen in redline (Attachment A) presented today.
Chapter 3.03 regarding the attendance policy for Boards and Commissions needed clarity to ensure better governance. Direction was made to update the language to further define absences, meeting types, process for addressing violations, and provide clarity regarding boards that were an exception. These changes are reflected on the redline (Attachment B) presented today.
Should the Committee approve these changes, they will be forwarded to the City Council for review and adoption.
Present Situation
In accordance with Committee direction, Staff now presents proposed redlines for Council Policy Manual Chapters 3.02 and 3.03 for review and consideration.
FINANCIAL SUMMARY
