Summary

The California Department of Developmental Services, through Assembly Bill 102, has awarded the City of Stockton a grant for $1,000,000 for vocational opportunities for people/adults with intellectual disabilities.

Staff recommends the City Council adopt a resolution accepting and appropriating funds in the amount of $1,000,000 to support vocational opportunities for individuals with intellectual disabilities in Stockton, in accordance with requirements of the Grant Agreement. Furthermore, staff recommends the City Council approve all appropriate and necessary actions by the City Manager to execute contracts with the granting authority and subrecipient(s).

DISCUSSION

Background

As Chair of the California State Assembly Committee on Jobs, Economic Development and the Economy, Assemblymember Carlos Villapudua (Assembly District 13) prioritizes small business development and operations, and inclusive local economic development. In 2023, Assemblymember Villapudua successfully advocated for a $1,000,000 grant to the City of Stockton with the purpose of supporting vocational opportunities for adults with intellectual disabilities. The funding recommendation was approved and authorized by the California Legislature through Assembly Bill No. 102 in the 2023 budget year (Attachment A - Budget Act of 2023).

Present Situation

With the approval of City Council, the City of Stockton will accept the funding appropriation of $1,000,000 through the California Department of Developmental Services (DDS), in accordance, and in compliance with the requirements of the Grant Agreement.

Upon receipt of funds from the DDS, staff will develop a Notice of Funding Availability (NOFA), offering a one-time grant to a subrecipient organization(s) which best demonstrates the ability to support vocational opportunities for adults with intellectual disabilities. The NOFA will be designed to identify responsive community-based organizations with the capacity to successfully fulfill the scope of the funded project.

FINANCIAL SUMMARY

There is no financial impact to the City’s General Fund from this action. The $1,000,000 awarded from the State of California, pursuant to the Budget Act of 2023 (Section 19.565(d)(2) of Assembly Bill 102, Chapter 38, Statutes of 2023), will be received and appropriated as an expenditure with matching revenues in the Economic Development Department Special Grant Fund 280-282.
