Summary

The City maintains pest control at 117 City facilities. The City contracts for regular inspection and mitigation efforts to provide an environment that is free from all pests for City building interiors and exterior perimeters.

On January 17, 2024, the City advertised a Request for Proposals (RFP) for Professional Pest Control Services, Project No. OM-24-068.  Five firms submitted proposals for this project. The Selection Committee evaluated the proposals and found California Professional Pest Control dba California Pest Control (California Pest Control) of Stockton, CA, to be the most qualified and highest ranked firm.

It is recommended that Council approve a motion authorizing the City Manager to execute a five-year Service Contract, in the amount not to exceed $423,006, with California Pest Control (Attachment A).  Contracted services will begin July 1, 2024, and expire June 30, 2029, with the option of one two-year extension. With the extension, the total aggregate contract amount is $607,939.50.  The annual funding split, including the optional extension, will be funded from Public Works, Community Services, Community Development, Economic Development, and Municipal Utilities Departments’ Operating Budgets (Attachments B and C).

DISCUSSION

Background

Public Works is responsible for maintaining pest control at 117 City facilities.  The City contracts for regular inspection and mitigation efforts to provide an environment that is free from all pests for City building interiors and exterior perimeters.  The facilities are located throughout the City and include two County Library branches.  Public Works does not have staff with the technical training to perform professional pest control services.

Present Situation

On January 17, 2024, the City advertised an RFP for Professional Pest Control Services, Project No. OM-24-068.  On February 7, 2024, five proposals were received from the following firms:

•                     All Season’s Pest Control (Stockton, CA)

•                     California Pest Control (Stockton, CA)

•                     Integrated Pest Control Management, Inc. (Ontario, CA)

•                     McCauley Agricultural & Pest Service, Inc. (Brentwood, CA)

•                     Pestmaster Services, Inc. (Reno, NV)

A Selection Committee evaluated and ranked all proposals based on each firm’s experience, quality of work, qualifications of staff, communication, and cost.  California Pest Control received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project.

It is recommended that Council approve a motion authorizing the City Manager to execute a five-year Service Contract with set annual rates, in the amount not to exceed $423,006, with California Pest Control of Stockton, CA, for Professional Pest Control Services, Project No. OM-24-068 (Attachment A).  Contracted services will begin July 1, 2024, and expire June 30, 2029, with the option of one two-year extension. With the extension, the total aggregate contract amount is $607,939.50.

Findings

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process.  These findings include:

1.                     The City does not have staffing available to perform professional pest control services.

2.                     Use of the RFP process is appropriate for this Service Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor.  Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.

3.                     The negotiated contract contains an Integrated Pest Management (IPM) provision.  This requires the Contractor to have an IPM policy and to comply with reporting requirements to the City, which is also in the public interest.

4.                     The City negotiated a contract following the solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.
