DISCUSSION

Background

Exeloo manufactures prefabricated restrooms that feature self-cleaning, alarms, and scheduled opening and closing. The contactless system performs when touched or if hands are waved before its components. The units feature automatic water, soap, toilet paper, and drying functions and are regularly shut down between uses to wash down the interior. The units are open from 6:00 a.m. through sundown and are automatically locked overnight. These restrooms have been in use at four parks, and park users have heralded their contactless operation as a welcome addition to the parks system.

The Exeloo units are now the preferred standard restrooms for Stockton parks.  ARPA funding will be used to purchase four two-stall units and one three-stall unit (Attachment A).  Discretionary funding from Project No. WP24032 will be used to purchase one two-stall unit for a total of six new restrooms. The contactless restroom units will be fabricated and shipped from New Zealand. Exeloo does not offer installation services and has instead designated Soracco, Inc. of Lodi, CA, as the preferred installer of the Exeloo contactless restrooms in Northern California.

Public Works’ staff continues to research emerging automated public toilets on the market. Exeloo security features make the units a good fit for the Stockton public park system, where vandalism is sometimes prevalent.  Exeloo has worked with the City since installing its original units to improve the security of the units through design changes or electronics.  Exeloo is the only vendor available to meet the City’s needs for this custom equipment.

With Coronavirus Aid, Relief, and Economic Security Act (CARES) funding, Public Works installed four contactless restrooms from Exeloo in Fiscal Year 2020-21. The first four units were installed in 2020 at Oak Park West, Victory Park East, Fremont, and Stribley Parks to replace badly damaged park restrooms.

On September 14, 2021, by Motion No. 2021-09-14-1501, Council approved the use of $78,052,072 in the ARPA Coronavirus State and Local Fiscal Recovery Funds.  The purchase of contactless park restrooms was identified as an eligible expense.  On May 2, 2023, by Resolution No. 2023-05-02-1502, Council approved discretionary funding in the amount of $375,000 for the purchase and installation of an Exeloo restroom at Sousa Park.

The City purchased five three-stall units with the first round of ARPA funding. These units will be installed in 2024 at American Legion, Eden, Mattie Harrell, Oak, and Victory Park West Parks.

Present Situation

Public Works has identified locations for new Exeloo restrooms. New two-stall units will be installed at the following sites:

•                     Caldwell Park - The new unit will replace the restroom that was burned down in 2022.

•                     Dentoni Park - The new unit will replace frequently vandalized older restrooms.

•                     Brotherhood Park - The new unit will replace the restroom that has been closed.

•                     Grupe Park - The existing older restroom will be demolished, and a new unit will be installed.

•                     Sousa Park - This will be the first restroom installed at this site outside of the pool area.

One three-stall unit will be installed at the following site:

•                     Sandman Park - The new unit will replace the restroom by the playground.

It is recommended that Council approve a motion authorizing the Single Available Source procurement purchase of five Contactless Park Restrooms for 1.7 Touchless Restrooms, Project No. WP22016, and the Single Available Source procurement purchase of one Contactless Park Restroom for Sousa Park Restroom, Project No. WP24032, from Exeloo of San Luis Obispo, CA, in the total amount of $1,520,715.68 (Attachment A).

FINDINGS

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process, including the use of a Single Available Source procurement purchase.  These findings include:

1.                     It is critical to provide safe spaces for the Stockton public and park users to use a park restroom that is clean.

2.                     Many of the City’s restrooms are old and are quickly becoming ill-suited for safe public use.

3.                     Exeloo sells the only contactless restroom unit that is compatible with the City’s Park needs, such as self-cleaning, vandal resistance, alarm, and automatic opening and closing.

FINANCIAL SUMMARY

There are sufficient funds in the 1.7 Touchless Restrooms, Project No. WP22016, to purchase four two-stall units and one three-stall unit from Exeloo utilizing ARPA funding.

There are sufficient funds in the Sousa Park Restroom, Project No. WP24032, to purchase one two-stall unit from Exeloo utilizing Discretionary funding.
