Summary

Based on the information received from City Staff, the Salary Setting Commission is asked to propose a recommendation for the salaries of the Mayor and the City of Stockton Councilmembers.

DISCUSSION

Background

On February 7, 2024, the Salary Setting Commission convened for its first meeting of 2024. Rosemary Rivas, Director of Human Resources, provided a PowerPoint presentation to inform the Commission of the City of Stockton Charter, Stockton Municipal Code and Regulations that pertain to the Salary Setting Commissioner's duties. Surveys were provided to the Commissioners to assist in establishing a recommendation for the salary and benefits of the City Council members and the Mayor.

The Commission utilized the salary surveys to discuss various options, share ideas, and raise questions to staff. The Commissioners requested staff provide a revised report at the next regularly scheduled meeting to include the following additional information:

•                     Median income for residents of each agency;

•                     Position in the market median for each agency;

•                     Notate which agencies possess a strong mayor;

•                     The cost of Benefits for the City of Stockton compared to comparable agencies; and

•                     The history of salary changes for each comparable agency.

Present Situation

The results of the revised study are attached (see Attachments A and B). Included in the revision is the requested information from the February 7, 2024, Salary Setting Commission meeting with the exception of the history of salary changes for each comparable agency. Staff was unable to locate historical salary data for each comparable agency within the allotted time. However, the City of Stockton's current position within the median of the market is provided for your review and consideration.  Also, for your consideration is the data showing the City’s position in the market when the City’s benefit package is considered (see Attachment C).

Next Steps

Based on the information received from City Staff, the Salary Setting Commission shall propose a recommendation for the salaries of the Mayor and the City of Stockton Councilmembers. Once a recommendation is approved, Staff Report will prepare a Staff Report and documents consistent with the recommendation on behalf of the Salary Setting Commission and present to the City Council in accordance with Article IV, Section 410 of the Stockton City Charter.
