body

Summary

On November 5, 2019, by Resolution No. 2019-11-05-1105, Council authorized the award of a Professional Services Contract, in the amount of $585,000, to Siegfried Engineering, Inc. of Stockton, CA, to prepare the Precise Road Plan (PRP) and environmental documentation for the Main Street Complete Streets project. The overall goal of the project is to provide a framework for Main Street to become a “complete street”. The project was included in the 2018-23 Five-Year Capital Improvement Plan (CIP).

The original limits of the Main Street Complete Streets project were from Aurora Street to the City limits near State Route 99. Professional Services Contract Amendment Nos. 1 and 2 were administratively issued under the City Manager’s authority to expand the westerly limits of the project to California Street and to also include Market Street.  Professional Services Contract Amendment No. 3 will further expand the westerly limits of Main Street to Hunter Street and of Market Street to Center Street (Attachment A), which will improve bicycle connectivity to the downtown area and to close a gap in the bicycle backbone network.

Professional Services Contract Amendment No. 3 with Siegfried Engineering, Inc., in the amount of $76,500, requires Council authorization as the cumulative amount of Professional Services Contract Amendment Nos. 1 through 3 exceed the administrative change order authority allowed under the existing contract.

It is recommended that Council adopt a resolution to approve Professional Services Contract Amendment No. 3 in the amount of $76,500 with Siegfried Engineering, Inc. to further expand the westerly limits of the project. It is also recommended that Council appropriate funds in the amount of $30,000 from the Public Facilities Fee (PFF) Air Quality Fund Balance to the Main Street Complete Streets, Project No. WT18006.

It is anticipated that the PRP and environmental documents will be completed by December 2024.

DISCUSSION

Background

On November 5, 2019, by Resolution No. 2019-11-05-1105, Council authorized the award of a Professional Services Contract, in the amount of $585,000, to Siegfried Engineering, Inc. of Stockton, CA, to prepare the PRP and environmental documentation for the Main Street Complete Streets project. The corridor is identified as a primary east-west bicycle facility in the Bicycle Master Plan and has received interest from the community for revitalization efforts. The project scope included developing a PRP to determine the future configuration of this corridor. The overall goal of the project is to provide a framework for Main Street to become a “complete street”.  Complete streets are a roadway design concept that accommodates all modes of transportation, including vehicular, bicycle, pedestrian, and mass transit, more safely and efficiently. The project was included in the 2018-23 Five-Year CIP.

The original limits of the Main Street Complete Streets project were from Aurora Street to the City limits near State Route 99. Professional Services Contract Amendment No. 1 was authorized by the City Manager on March 23, 2020, in the amount of $60,000, to add the Market Street segment from Aurora Street to Main Street to improve bicycle connectivity to the downtown area. Professional Services Contract Amendment No. 2 was authorized by the City Manager on April 11, 2023, in the amount of $68,000, to extend the westerly limits of the project from Aurora Street (crossing Main and Market Streets) to California Street to close a gap in the bicycle backbone network. On August 22, 2023, by Resolution No. 2023-08-22-1226, Council authorized the appropriation of funds in the amount of $100,000 for the Main Street Complete Streets, Project No. WT18006, to fund Planning Permit Fees, additional consultant costs, and staff costs. The PRP is 95 percent complete.

Present Situation

Professional Services Contract Amendment No. 3 will further expand the westerly limits of Main Street to Hunter Street and of Market Street to Center Street in the PRP. Incorporating these additional segments of Main and Market Streets will connect bicyclists to key destinations in the downtown area, such as the Bob Hope Theater and the San Joaquin County Superior Court of California. The proposed changes will make the project more competitive for future grant opportunities to fund the project.

It is recommended that Council adopt a resolution to approve Professional Services Contract Amendment No. 3 in the amount of $76,500 with Siegfried Engineering, Inc. to further expand the westerly limits of Main Street to Hunter Street and of Market Street to Center Street. Professional Services Contract Amendment No. 3 requires Council authorization as the cumulative amount of Professional Services Contract Amendment Nos. 1 through 3 exceed the administrative change order authority allowed under the existing contract. The total revised contract value will be $789,500.

It is also recommended that Council appropriate funds in the amount of $30,000 from the PFF Air Quality Fund Balance to the Main Street Complete Streets, Project No. WT18006. The resolution will sufficiently fund all remaining costs to complete the PRP, including additional consultant cost and staff costs associated with expanding the project limits.

It is anticipated that the PRP and environmental documents will be completed by December 2024. The completed PRP will then be used to acquire State and/or federal funding to implement the final design and construction of improvements identified in the PRP for subsequent phases of the project.

FINANCIAL SUMMARY

There are insufficient funds in the Main Street Complete Streets, Project No. WT18006, to authorize Professional Services Contract Amendment No. 3 in the amount of $76,500 with Siegfried Engineering, Inc. With the appropriation of $30,000 from the PFF Air Quality Fund Balance to the Main Street Complete Streets, Project No. WT18006, there will be sufficient funds to authorize Professional Services Contract Amendment No. 3.

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
