body
Summary
This action will authorize an amendment to the current cooperative (COOP) agreement with Assured Technology to allow the City to purchase and install new security cameras and intercom systems for the parking garages that are located in downtown Stockton. The system will add new technology in cameras and monitoring equipment, providing an added layer of security to parkers.
DISCUSSION
Background
The Parking Authority of the City of Stockton administers and operates the parking operations, with respect to the public parking options located within the Downtown Parking District. This includes operation of on-street, hourly, special event activation, jury, and monthly parking; serving residents, employees, and local businesses of downtown Stockton. The operation includes five (5) garages and sixteen (16) open parking lots, including approximately 5,000 spaces. In addition to the parking facilities, the operation also includes the administration and enforcement of on-street parking, with an estimated 3,400 spaces.
All the properties under Parking Authority’s management offer parking options that accommodate public and private mass utilization and therefore require heightened security monitoring. The current camera and intercom system is original to the garage(s). The existing system is beyond its useful life and inoperable or near critical failure, while some facilities never had a system. Understanding the importance and need for improved safety and security, staff acquired estimates to replace and install a new camera and intercom system through the current COOP agreement with Assured Technology, approved by Council Motion 2023-06-20-1205. The existing agreement upgraded and replaced the camera monitoring systems in the Arena, Ballpark, and Bob Hope Theater. By utilizing the COOP agreement with Assured Technology, the necessary replacement and installation within the parking garages will integrate seamlessly into the Arena’s command monitoring center. Efficiencies will be gained between the two operations as they will share security personnel costs to monitor all facilities from a central location.
Present Situation
Due to project complexity and funding availability, staff is recommending that installation of the system be conducted in two (2) phases. This approach would promote a more efficient execution of the project, while accounting for the daily operations of the facilities. Garage priority within the multi-phase approach was determined based upon daily utilization, presence of residential parkers, and unwanted activity trends. Phase one would include the following facilities:
1. Coy Garage (130 North Hunter Street) - Located directly across from the downtown movie theatre plaza and open daily through midnight, Coy Garage is the most active parking facility in the downtown area. With a capacity of 569 spaces, this facility provides parking to monthly, hourly, and residential parkers.
2. Market Garage (430 East Market Street) - Located north of the Crosstown Freeway, Market Garage and its 782 spaces provide parking to downtown employees. Market Garage also serves as the backup parking facility to the San Joaquin County Jury program.
3. Channel Garage (350 East Channel Street) - Located a block east of Coy Garage, the Channel parking facility and its 331 parking spaces are only available to business and residential monthly parking.
A request to amend the current contract to include phase two will be brought back to Council at a later time when additional funding has been identified. The second phase would include the following facilities:
1. Arena Garage (310 W Fremont St) - Adjacent to the Adventist Health Arena, the 591-space garage is primarily activated for event use and is rarely in operation without staff present.
2. SEB Garage (15 N El Dorado St) - Located a block west of the San Joaquin Superior Court, SEB Garage and its 721 spaces are used primarily for jury parking, and monthly parking to various agencies and visitors. Due to the ongoing parking presence of the Stockton Police Department, unwanted activity is minimal in this facility.
This project is aligned with the Uplift Downtown Initiative’s goal to enhance and promote greater economic activity in the downtown core. Investment into the City-owned parking garages also supports the goals of the adopted Economic Development Strategic Action Plan. The new system will add an additional layer of security to anyone that utilizes the City-owned garages.
Pursuant to Stockton Municipal Code Section 3.68.070(A)(5), contracts over $100,000 may be awarded without competitive bidding where Council approves findings that support and justify exceptions to the competitive bidding process. The following findings support and justify an exception:
1. The City is utilizing a Cooperative purchasing agreement authorized by City Council for the purchase of supplies or services through other governmental jurisdictions or public agencies in accordance with SMC section 3.68.070(A)(5).
2. The bid specifications used by the California Department of General Services CMAS have been assessed by the City’s Procurement Division as compatible with City standards.
3. The specifications for the replacement equipment available through the CMAS contract meet the City’s requirements for equipment type.
4. Taking advantage of the leveraged procurement agreement negotiated by CMAS will save the administrative expenses and time of City staff conducting separate and prolonged procurement.
FINANCIAL SUMMARY
There is no negative financial impact to the City’s General Fund (GF) due to the amendment. Initial funding was allocated through Motion 2021-09-14-1501, which approved the Economic Development Department’s project goals for ARPA funds through the Uplift Downtown Initiative, including security and cameras. The total cost of the COOP amendment is $642,385.
All expenses related to the CCTV and Intercom project will be processed through Tyler Munis Project No. EARP203. There are sufficient funds budgeted in this project to support this effort.
