RECOMMENDATION
It is recommended that the City Council adopt by motion the FY 2023-24 One Page Strategic Plan, outlining the City Council’s updated priority goals.

Summary
Each year the City Council holds a Strategic Planning Workshop to review the prior year’s achievements and outline their priorities for the upcoming year. These goals provide the City Manager and staff with a framework to prioritize both the large projects as well as the day-to-day activities in the City.
The FY 2023-24 City Council Priority Goals, with updated Strategies, Plans, and Metrics are included in the One Page Strategic Plan provided as Attachment A.
DISCUSSION
Background
On February 15, 2023, the City Manager facilitated the City Council’s Annual Strategic Goal Setting Workshop at the Civic Auditorium. This workshop provided a review of the City’s financial outlook and updated long range financial plan, proposals for the 2023 State and Federal Legislative Programs, an update on activities related to the City’s Economic Development Strategic Actions Plan, an overview of government performance and accountability, a summary of the 2022 accomplishments and workload statistics, and finally, a discussion to establish the FY 2023-24 City Council Priority Goals.
The presentation materials from the workshop have been included as Attachment C.
Present Situation
Following the workshop, the City Manager conducted follow-up meetings with City staff to update existing or identify new strategies, plans, and metrics to support the Council’s agreed upon priority goals. These updated items are outlined in the FY 2023-24 One Page Strategic Plan.
A summary report of the meeting, with 2022 Accomplishments and Workload Statistics is also provided as Attachment B.
