Staff recommends that the Cultural Heritage Board assign Board Members as Cultural Heritage Board Liaisons and/or Committee members for the 2023 calendar year.

Assignment of Cultural Heritage Board members to Liaison and Committee positions.

 

DISCUSSION

 

Background

 

Historically, four (4) liaison positions and four (4) committees have existed under the purview of the Cultural Heritage Board.

 

They include:

1.                     Planning Commission Liaison - One (1) person

2.                     City Agencies Liaison - One (1) person

3.                     Magnolia Historic District and Mid-Town Liaison - One (1) Person

4.                     Downtown Stockton Alliance Board Liaison - One (1) Person

5.                     Landmarks and Historic Sites Committee - Four (4) members

6.                     Alterations Review / HRD 106 Review and Façade Improvement Program Committee - Four (4) members

7.                     Publications and Media Committee - Four (4) members

8.                     Awards of Excellence / Captain Weber / Glenn Allen Awards Committee - Four (4) members

 

A description of each Liaison and Committee is provided as Attachment A.

 

The Chairperson of each Committee (if applicable) is responsible for reporting to the full Board about Committee activities at regular meetings and calls meetings of their committee(s) as they see fit. Committee meetings are independent of the Cultural Heritage Board and are not organized or staffed by the City.

 

Present Situation

 

Committee and Liaison assignments are typically made by the Board on an annual basis.

 

Per Section 5 of the Procedural Rules for Conducting Cultural Heritage Board Meetings, “The Commission may appoint several of its members, but less than a quorum, to serve on an ad hoc or standing Committee or as a Liaison for the purpose of representing and/or advising the Board as a whole.”

 

The Liaison and Committee positions listed above are created by the Cultural Heritage Board and can be amended as needed. Liaisons and Committees can be temporary and serve a limited purpose. For example, Committees in 2023 can be dissolved the following year when the purpose of the Committee is accomplished. Assignments to the aforementioned Liaison and Committee positions is at the pleasure of the Board. It shall be the responsibility of presiding Committee member to reserve a meeting space, post agendas and provide meeting minutes in conformance with the Brown Act. Community Development Department staff will not be provided for Committee support.
