It is recommended that the City Council adopt a resolution to:  
1. Approve an amendment with Eastside Rural Fire Protection District to  
enhance staffing at Fire Station 12, adding one (1) additional Firefighter on  
each shift for a total of three (3) new positions.  
2. Authorize the allocation of three (3) Eastside-funded firefighter positions,  
increasing the Fire Department's total number of authorized full-time  
Firefighter positions.  
3. Authorize the City Manager to establish revenue estimates and  
corresponding budget appropriations associated to this Third Amendment  
in General Fund Fire Department accounts in FY2022-23.  
4. Authorize the City Manager to take appropriate and necessary actions  
to carry out the purpose and intent of this motion.

RECOMMENDATION  
It is recommended that the City Council adopt a resolution to:  
1. Authorize the City Manager to submit a grant agreement to the  
California Department of Resources Recycling and Recovery Rubberized  
Pavement Grant Program for an amount not to exceed $250,000.  
2. Authorize the City Manager, or his designee, to submit future grant  
agreements and execute all necessary California Department of Resources  
Recycling and Recovery grant-related documents for a period of five years  
from the adoption date of this resolution.  
It is also recommended that the City Manager be authorized to take  
appropriate and necessary actions to carry out the purpose and intent of  
this resolution.

(CALVIP) GRANT FOR THE PERIOD OCTOBER 1, 2022 THROUGH  
DECEMBER 31, 2025, AND AUTHORIZING EXECUTION OF GRANT  
AGREEMENTS

RECOMMENDATION  
It is recommended that the City Council approve a resolution to:  
1. Authorize the City Manager to accept grant funding from the State of  
California Board of State Community Corrections California Violence  
Intervention and Prevention (CalVIP) Grant; and  
2. Authorize all required appropriations and expenditures in compliance  
with and for the purposes stated in the project agreement over a three-year  
period; and  
3. Authorize the allocation of a full-time grant funded Outreach Worker  
Supervisor position for the duration of the three-year grant term; and  
4. The grant funds received hereunder shall not be used to supplant  
expenditures controlled by this body; and  
5. The City of Stockton agrees to ensure all matching funds required for  
the grant are provided and abide by the terms and conditions of the grant  
Agreement as set forth by BSCC; and  
6. The City Manager, or designee, is authorized and directed to execute on  
behalf of the City of Stockton, all required contracts or agreements with the  
granting agency, provide additional information and furnish such  
documents as may be required, execute all documents and amendments  
or extensions pertaining to the grant project; and  
7. The City Manager, or designee, is hereby authorized to take appropriate  
and necessary actions to carry out the purpose and intent of the  
resolution.

RECOMMENDATION  
It is recommended, at the conclusion of the public hearing, that the City  
Council adopt a resolution:  
1. Authorizing the City Manager, or designee, to accept the Edward  
Byrne Memorial Justice Assistance Grant 2022 allocation in the amount of  
$390,265;  
2. Authorize the City Manager, or designee, to Approve Amendment No.  
11 to the Interlocal Memorandum of Understanding between the City of  
Stockton and County of San Joaquin to reallocate the 2022 JAG funds;  
3. Amend the Fiscal Year 2022-23 Annual Budget to increase the Police  
Grants & Special Programs revenue and expenditure appropriation by  
$390,265; and  
4. Authorize the City Manager, or designee, to execute all grant award  
documents as required by the U.S. Department of Justice Bureau of
