DISCUSSION ON SAFE CAMPING IN STOCKTON  
Recommended Action:  
RECOMMENDATION  
On December 4, 2025, staff presented information regarding considerations  
for a safe camping site in Stockton, including the review of available,  
City-owned parcels. At the conclusion of the presentation, the Chair of the  
Ad-Hoc Homelessness Committee gave direction to staff to come back  
with more information.  
The current discussion will cover the following:  
1. Location options, including feasibility, utility readiness, and any  
environmental considerations,  
2. Identification of potential operator models,  
3. Rough estimates regarding the funding necessary to set up various  
option models, and  
4. Minimum qualifications and operating standards for a Request for  
Qualifications/Proposal (RFQ/RFP) scope.

On December 4, 2025, staff presented information regarding current  
operational status of the Zeiter Navigation Center and construction  
progress and schedule for the Pathways Project. Staff will give updates on  
current status and schedules.
