THREE-YEAR STANDARD AGREEMENTS WITH PARTNERS FOR  
THE CALIFORNIA VIOLENCE INTERVENTION AND PREVENTION  
(CALVIP) GRANT  
Recommended Action:  
RECOMMENDATION  
It is recommended that the City Council approve a motion to:  
1. Execute a standard agreement with Peace Partners Consulting Group,  
LLC. (PPCG) to provide technical assistance to support CalVIP efforts in  
the amount of $270,000 (Attachment C); and  
2. Execute a standard agreement with Friends Outside to provide CalVIP  
program support, including but limited to; mentorship, wraparound  
services, emergency relocation, housing assistance, and work readiness  
in the amount of $600,621 (Attachment D); and  
3. Execute a standard agreement with Mora Learning Institute (MLI) to  
provide leadership training, which includes but is not limited to;  
organizational communication, leadership responsibility, life coaching  
support, and strategic planning in the amount of $110,000 (Attachment E);  
and  
4. Execute a standard agreement with Be Smooth Inc. to provide client  
and OVP staff trauma support for the CalVIP program in the amount of  
$100,200 (Attachment F); and  
5. Execute a standard agreement with Choices for Freedom Inc. to provide  
a credible messenger lead group that helps high-risk individuals  
understand the interconnected societal relationships and gain insight as  
participants in a larger society for the duration of the CalVIP program in the  
amount of $203,742 (Attachment G); and  
6. Execute a standard agreement with UC Davis to provide curriculum  
development and training for OVP and partner agencies related to case  
management and addressing/mitigating trauma in the amount of $140,000  
(Attachment H); and  
7. Execute a standard agreement with San Joaquin Community Data  
Co-Op to provide research and evaluation services for CalVIP grant  
activities in the amount of $58,361 (Attachment I); and  
8. Authorize the City Manager to execute a standard agreement within  
existing contract authority limits with Moss Adams who will provide a  
financial audit of the three-year CalVIP grant period in the amount of  
$25,000.  
It is further recommended that the City Manager be authorized to take  
appropriate and necessary actions to carry out the purpose and intent of  
this motion in support of the California Violence Intervention and Prevention  
(CalVIP) Grant program.

Staff recommends that City Council adopt a resolution to:  
1) Authorize the City Manager to accept the State of California Budget Act  
of 2021 (SB129) - California State Library Building Forward Infrastructure  
Program Grant for the Cesar Chavez Main Library Remodel Project  
CL22001 in the amount of $10,000,000 and make all necessary  
appropriations in compliance with and for the purposes of the grant  
application; and  
2) Authorize the City Manager to execute the Grant Agreement, all grant  
award document filings, agreements, and amendments, as required by the  
California State Library, and accept applicable terms and conditions; and  
3) Authorize the City Manager or designee to submit any required  
documents, funding requests, and reports required to obtain grant funding;  
and  
4) Authorize the City Manager or designee to take appropriate and  
necessary actions to comply with any laws and regulations including, but  
not limited to, the California Environmental Quality Act (CEQA), legal  
requirements for building codes, health and safety codes, and the  
California Labor Code, disabled access laws, and that prior to  
commencement of the project, all applicable permits will have been  
obtained; and,

funds to be made available through the Annual Action Plan approval

3. Approving the de-obligation of the Open Window Project and the budget  
appropriation of $1,940,000 in General Fund to stay in the Downtown Infill  
Infrastructure Reimbursement Program; and  
4. Authorizing the City Manager, or designee, to take all the necessary

the South Stockton System Groundwater Well Rehabilitation at Well

Progressive Design-Build Contract for Phase 2 work.  
3. Approve the filing of Notice of Exemption No. NOE41-22 under the

available for public inspection in the City Clerk's Office at 425 North El Dorado Street, Stockton, California 95202,  
subject to staff's ability to post the documents before the meeting.  
CHALLENGING CITY DECISIONS: The time limit within which to commence any lawsuit or legal challenge to any  
quasi-adjudicative decision made by the City is governed by Section 1094.6 of the Code of Civil Procedure, unless  
a shorter limitation period is specified by any other provision. Under Section 1094.6, any lawsuit or legal challenge  
to any quasi-adjudicative decision made by the City must be filed no later than the 90th day following the date on  
which such decision becomes final. Any lawsuit or legal challenge, which is not filed within that 90-day period, will  
be barred. If a person wishes to challenge the nature of the above section in court, they may be limited to raising  
only those issues they or someone else raised at the meeting described in this notice, or in written correspondence  
delivered to the City of Stockton, at or prior to the meeting. In addition, judicial challenge may be limited or barred  
where the interested party has not sought and exhausted all available administrative remedies.
