It is recommended that City Council approve by motion the addition of one (1) full-time position to the Office of Performance and Data Analytics, effective April 16, 2024.

Summary

 

Since September 2022, the Office of Performance and Data Analytics (OPDA) has carried one part-time position specific to administrative and clerical support. With the recent hiring of the new Director of the OPDA, upcoming appointments to the two approved data positions, and onboarding of student/interns, the office has identified the need to convert this part-time support position to a full-time position.

 

DISCUSSION

 

Background

 

In September 2022, the OPDA hired a part-time Program Specialist - Office Specialist to support the administrative and clerical functions of the office. This includes coordinating multi-departmental meetings and workshops, coordinating and finalizing reports for publications, initiating the basic fiscal functions of the office such as ordering and entering payables, and serving as secretarial support for the Director.

 

The previous Director of the OPDA resigned in July 2023. The City immediately opened recruitment and the new Director started with the City on January 2, 2024.

 

Present Situation

 

Immediately upon starting with the City, the new Director began an assessment of the office, duties, workload, and City processes, and began identifying areas for improvement. The Director has presented a 30/60/90-day re-launch plan which includes recruiting for a full-time data engineer and data analyst, as well as part-time student interns. The two full-time positions are anticipated to be filled in April 2024.

 

To support a successful re-launch of the OPDA, and implementation of its improved workplan, the office would like to convert its existing part-time position to a full-time position to better support the anticipated increase in workload.

 

FINANCIAL SUMMARY

 

The current part-time position, Program Specialist - Office Specialist, was hired at an hourly rate of $23.79, without benefits, and limited to 960 hours of service per fiscal year. The office is recommending converting this part-time position to a full-time Administrative Aide I (Confidential) (Attachment A). 

 

This part-time position, paid at an hourly rate, was budgeted at $22,838.40 per fiscal year. Converting to a full-time Administrative Aide I (Confidential) would cost $93,818 per fiscal year (including all benefits). Funds are available in the current year budget for OPDA regular salaries, due to the vacancy savings. If approved, the added FTE and associated funds will be included in the FY2024-25 budget proposal.
