RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Accept donations from Dignity Health St. Joseph’s Medical Center and Kaiser Permanente in the amount of $25,000 each, for a total of $50,000 towards the purchase and installation of playground equipment at Williams Brotherhood Park, and appropriate funds to Capital Improvement Project no. WP22034, “Playground Equipment at Williams Brotherhood Park.”

 

2.                     Appropriate revenue in the amount of $50,000 from the Special Revenue Fund to the Capital Improvement Fund, Project No. WP22034 “Playground Equipment at Williams Brotherhood Park.”

 

3.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

4.                     Approve use of a Cooperative Purchasing Agreement through National Purchasing Partners LLC, for Park, Playground, and Recreation Equipment Request for Proposal No. 2060, to provide the City access to preferential pricing programs from Park Associates Inc. and its subsidiary companies, including PlayCraft Systems.

 

5.                     Approve a contract in the amount of $80,219.71 with Park Associates Inc. of Red Bluff, CA, for the purchase and installation of playground equipment.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Public Works Department recommends the replacement purchase of playground equipment at Williams Brotherhood Park (Attachment A).  This equipment was destroyed by vandalism in May 2021 and needs to be replaced.

 

In June 2021, the City received confirmation of two donations of $25,000 each from Dignity Health St. Joseph’s Medical Center and Kaiser Permanente towards the replacement of the vandalized playground equipment at Williams Brotherhood Park. 

 

Staff recommends that Council approve a Cooperative Purchasing Agreement through National Purchasing Partners LLC, in the amount of $80,219.71, for the purchase and installation of new playground equipment at Williams Brotherhood Park (Attachment B).

 

DISCUSSION

 

Background

 

The Public Works Department provides and maintains playground equipment at 59 park and open space locations throughout the City. Staff inspects playground equipment on a regular basis and arranges for repair and replacement of deteriorated or vandalized components as funding becomes available.

 

The playground equipment at Williams Brotherhood Park was destroyed by vandalism in May 2021.  The following month, through collaboration by the City’s Civic Spark fellow and Reinvent South Stockton Coalition, two community partners generously offered donations in the amount of $25,000 each towards the playground replacement: Dignity Health St. Joseph’s Medical Center and Kaiser Permanente.  

 

Present Situation

 

The Public Works Department recommends the purchase of replacement playground equipment at Williams Brotherhood Park utilizing a Cooperative Purchasing Agreement with National Purchasing Partners LLC. 

 

National Purchasing Partners LLC is a national cooperative procurement organization based in Seattle, WA, offering publicly solicited contracts to government entities nationwide.  National Purchasing Partners LLC serves a variety of government and non-profit organizations.  Use of a Cooperative Purchasing Agreement streamlines administrative costs and procedures and takes advantage of volume purchasing while maintaining the integrity of the competitive bidding process.  The use of these contracts is optional and is available to California State and local government agencies.  National Purchasing Partners has a contract with Park Associates Inc. for the purchase and installation of commercial-grade playground systems.  Park Associates Inc.’s subsidiary companies include PlayCraft Systems. 

 

The specifications for the playground (Attachment B) available through National Purchasing Partners’ contract meet the City’s requirements for this type of equipment.  By accessing this type of Cooperative Purchasing Agreement, administrative costs are reduced because National Purchasing Partners obtains low bids for volume purchasing, and local agencies avoid the expense associated with conducting the bid process. Staff time and associated costs to develop plans and specifications and prepare bid documents are minimized.

 

There are no local vendors with the proper license and Department of Industrial Relations registration that sell and install this type of equipment.  Park Associates Inc. of Red Bluff, CA, can provide a turn-key project, and coordinate delivery and installation of this playground equipment.

 

Staff recommends that Council accept donations from Dignity Health St. Joseph’s Medical Center and Kaiser Permanente and approve the purchase and installation of playground equipment at Williams Brotherhood Park in the amount of $80,219.71.

 

Findings

 

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:

 

1.                     National Purchasing Partners LLC established a Cooperative Purchasing Agreement for the purchase of playground equipment and other parks amenities.

 

2.                     The Park Associates Inc. Cooperative Purchasing Agreement that includes PlayCraft Systems and other vendors was established pursuant to a formal competitive bidding process conducted by National Purchasing Partners LLC on behalf of its governmental members, of which the City is one.

 

3.                     The bid specification used by National Purchasing Partners LLC has been assessed as compatible to the City’s standards.

 

4.                     Taking advantage of the leveraged procurement agreements negotiated by National Purchasing Partners LLC will save the administrative expense of City staff conducting separate procurements.

 

5.                     SMC section 3.68.070.A.5 allows exceptions to competitive bidding for Cooperative Purchasing Agreements authorized by Council for the purchase of supplies or services through other governmental jurisdictions or public agencies.

 

FINANCIAL SUMMARY

 

The following appropriations and transfers will provide sufficient funding to approve a contract in the amount of $80,219.71 with Park Associates Inc. for the purchase of playground equipment at Williams Brotherhood Park:

 

                     Accept donations from Dignity Health St. Joseph’s Medical Center and Kaiser Permanente, through Reinvent South Stockton, from the Tides Center in the amount of $25,000 each, for a total of $50,000 into Special Revenue Fund 260-263-00-00; and

 

                     Appropriate revenue in the amount of $50,000 from the Special Revenue Fund 260-263-00-00 to the Capital Improvement Fund 4540;300-301 Project No. WP22034 “Playground Equipment at Williams Brotherhood Park”; and

 

                     Transfer existing Public Works Parks Operating budget in the amount of $30,220 from Account No. 4540-700-630013-100 to Capital Improvement Project No. WP22034 Account No. 4540;300-301

 

Impact to the General Fund involves using approved repair and maintenance budget in concert with the donated funds to comprehensively update the Williams Brotherhood Park.
