It is recommended that the City Council adopt a resolution appointing three members to the Strong Communities Advisory Committee for terms commencing on appointment and ending June 30, 2023.

DISCUSSION
Background
On June 7, 2016, the Stockton City Council adopted Resolution 2016-06-07-1212 to adopt an Ordinance imposing a ¼ cent sales tax and authorizing the formation of a Citizens’ Advisory Committee through Ordinance 2016-06-07-1212 contingent upon voter consideration and approval at the November 8, 2016 general municipal election (Measure M).
Section 17 of the adopted Ordinance provides for the creation of a seven-member Citizens’ Advisory Committee. Members of the Committee shall be appointed by the City Council to serve two-year terms. As stated in the Ordinance, the Advisory Committee shall meet annually to review the expenditure of revenues generated by the tax and make recommendations to the City Council regarding those expenditures.
At the City Council meeting of July 25, 2017, the City Council discussed Committee appointment options. From these discussions, there was consensus that each member of the City Council, including the Mayor, shall nominate one member to the Committee. For Councilmember appointments, nominees need not be from their respective districts. The City Council shall then approve by majority vote all the nominations to the Committee.
Additionally, due to the shorter, two-year term of service, City Council expressed a desire to exclude the Strong Communities Advisory Committee members from the two-term limit as stated in Council Policy 3.02 for City Boards and Commissions. Having term expiration dates of June 30 standardizes the terms with the City Clerk’s recruitment efforts for all Boards and Commissions.
Present Situation
Due to the term expirations for the members representing Council Districts 2, 4, and 5, there are three vacancies on this Committee. The City Clerk’s Office submitted a public service announcement in the Stockton Record to solicit applications. After reviewing applications, Councilmembers Jobrack, Canepa and Fugazi have submitted the following applicants for appointment:
Kevin Redick, District 2
Sofia Colon, District 4
Miguel Guillen, District 5
The terms of service for these appointments will begin upon ratification and expire on June 30, 2023
FINANCIAL SUMMARY
There is no financial impact to the General Fund from the appointments to this committee. Committee members do not receive remuneration.
