APPROVE PURCHASE OF SEVEN POLICE BMW MOTORCYCLES

RECOMMENDATION

 

It is recommended that the City Council approve a motion to purchase seven police BMW motorcycles from Long Beach BMW, of Long Beach, CA, in the total amount of $210,977.55.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Fiscal Year (FY) 2020-21 replacement budget for the Fleet Internal Service Fund (ISF) account includes funding to replace seven police BMW motorcycles utilized by the Police Department.

 

On September 1, 2020, the City requested bids for the purchase of six police BMW motorcycles.  On September 15, 2020, one bid was received.  The responsive bidder, Long Beach BMW, is regular in all respects.  After the bid was posted, an additional motorcycle was deemed necessary to replace due to accident damage. On February 17, 2021, a revised quote for seven motorcycles was requested. The recommended motion authorizes the purchase of the original six police BMW motorcycles, and one additional motorcycle, for a total of seven motorcycles from Long Beach BMW for a total cost of $210,977.55 (Attachment A).

 

DISCUSSION

 

Background

 

The FY 2020-21 replacement budget for the Fleet ISF account includes funding to replace seven police BMW motorcycles utilized by the Police Department.

 

The City’s replacement criteria for motorcycles, based on industry standards for performance and efficiency, is 5 years or 100,000 miles.  Adherence to this standard replaces equipment before routine failures and breakdowns are experienced, reducing the demand for extensive mechanical repairs.  The replacement standard increases the resources available for preventative maintenance and is critical to the availability and performance of all fleet equipment, which includes all public safety and emergency response vehicles.  Fleet staff originally identified six motorcycles that exceed the age criteria, the mileage criteria, have recurring mechanical or operational problems, or are damaged beyond repair (Attachment B).  Replacement of these units is recommended.

 

Fleet staff prepared vehicle specifications and utilized the competitive bid process to obtain bids for the supply of the police BMW motorcycles. The specifications were generic and designed such that any of the major BMW dealerships could bid. 

 

Present Situation

 

A Notice Inviting Bids for the purchase of six police BMW motorcycles was published in The Record on September 7, 2020. The Notice Inviting Bids was also e-mailed to multiple regional and local area vendors.  An additional notification about the bid opportunity was e-mailed through Ask Stockton to over 2,500 recipients.

 

On September 15, 2020, one bid was received from Long Beach BMW, of Long Beach, CA, for $180,837.90, inclusive of all taxes and fees.

 

After the bid was received, an additional motorcycle was deemed necessary to replace due to accident damage (Attachment B).  On February 17, 2021, a revised quote for seven motorcycles was requested.  On February 18, 2021, the revised quote was received from Long Beach BMW for $210,977.55, inclusive of all taxes and fees.

 

Stockton Municipal Code section 3.68.090 gives a five percent bid preference to businesses located within the City of Stockton, and a two percent bid preference to businesses located within San Joaquin County.  Application of the Local Business Preference has no effect on the bid order as there is only one bid.

 

The bid from Long Beach BMW meets the bid specification and is regular in all respects.  It is recommended that Council approve a motion authorizing the purchase of seven police BMW motorcycles from Long Beach BMW in the total amount of $210,977.55.  The seven motorcycles being replaced will be sold at auction.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in the ISF Equipment Acquisition Fund, Account No. 4530-718-800004-500-000, for the purchase of seven police BMW motorcycles in the amount of $210,977.55.
